The Issues of Substance report rejects prohibition and decriminalization of simple possession and supports legalization with strict regulation as the legislative approach that offers the greatest opportunity for significantly improving both individual and community health, safety and well-being for all residents of Canada, substantially reducing accidental drug poisoning deaths and injuries, and providing the lowest financial burden to taxpayers.
